Problem report (PR)
A problem report is the first step of engineering change in Windchill: anyone can record an issue with a part, document or product so it can be reviewed and, if needed, turned into a change request.
The point of a problem report is to make it cheap to say “something’s wrong” without committing to a fix. Shop floor, quality and service should all be able to raise one.
If only engineering can raise problems, the issues manufacturing finds on the floor get handled by email instead, and nobody can trace them later.
